Intel Reverses Course on 18A, Signals Billion-Dollar Foundry Deals

The most significant line from Zinsner's Morgan Stanley appearance wasn't about yields — it was the admission that CEO Lip-Bu Tan has reversed his position on 18A. In mid-2025, Intel had pulled 18A from external foundry marketing, planning to reserve it for internal products and debut 14A as the first commercially available node. That's done. Zinsner confirmed that improving yields and the successful Panther Lake ramp convinced Tan that 18A — and its successor 18AP — are solid nodes to offer externally.

The shift matters because it compresses Intel Foundry's timeline to relevance. Instead of waiting until 14A risk production in 2028, Intel can start booking external 18A revenue now. Zinsner said inbound interest in 18AP as a foundry node is already materializing, with process design kits for both 18A-P and 18A-PT reaching high maturity. External design teams have re-engaged.

The Numbers Behind the Confidence

Zinsner's most aggressive claim: Intel is close to closing foundry deals in the billions of dollars per year in revenue. He pointed to advanced packaging — EMIB and Foveros — as the primary draw, with customers completing successful trial runs on both platforms. For AI accelerator builders struggling with CoWoS supply bottlenecks at TSMC, Intel's packaging alternatives are a credible second source.

On yields, the picture is improving but uneven. Zinsner acknowledged that wafer-to-wafer variability remains a challenge — some wafers yield significantly more than others — but said Intel has made meaningful progress reducing that variance. The overall 18A yield curve is tracking at or ahead of internal projections, with 7-8% month-over-month improvements that Tan has said are consistent with industry best-practice targets. Intel Foundry's break-even target remains end of 2027.

Institutional money is noticing. Recent 13F filings show APG Asset Management increased its stake by 51% to 3.7 million shares, while Allianz raised its position by 69%. Institutional ownership now sits around 64.5%.

What Could Go Wrong

The stock trades at roughly 85x forward earnings after an 88% run over the past six months. That multiple prices in a foundry turnaround that hasn't generated meaningful external revenue yet. Q1 2026 guidance calls for $12.2 billion in revenue, a 10.8% sequential decline that missed both prior estimates and consensus. The foundry segment posted a $2.5 billion operating loss last quarter, wider than the $2.2 billion loss a year earlier.

Zinsner's billion-dollar deal pipeline is still pipeline, not bookings. No customer names have been disclosed. And Intel's server CPU business, while seeing demand from agentic inference workloads, still faces a data center market that overwhelmingly favors Nvidia GPUs and AMD EPYCs for AI training. The 18A reversal is a genuine strategic improvement — but the gap between conference commentary and quarterly revenue is where Intel bulls have been burned before.
