SK Hynix Bounces as Kim Walks Back the AI 'Citizen Dividend'
Korea's presidential policy chief Kim Yong-beom clarified that Tuesday's 'citizen dividend' framing targets excess AI-related tax revenue, not a new windfall levy on SK Hynix and Samsung profits. That walkback is unwinding the policy premium that flash-crashed the KOSPI from near 8,000 to 7,421 intraday yesterday. SKHX is bouncing into a fundamentals backdrop that has not softened: HBM3E contract prices up roughly 20% for 2026, Q2 DRAM ASPs guided around 40% higher QoQ, and a fresh Intel EMIB packaging tie-up still on the board.

The Walkback That Mattered
On Tuesday, Kim Yong-beom's Facebook framing that "a portion of these returns should be returned to all citizens" hit the tape minutes after SK Hynix touched an intraday record of 1.949 million won. The phrase "excess profits" was the load-bearing word, and the KOSPI flash-crashed from near 8,000 to 7,421 intraday on the read that Seoul was about to claw back HBM margins from the only two stocks holding up the index.
The clarification came shortly after. Kim said the idea was not a new windfall tax but a plan for using additional tax revenue generated by AI-industry growth — "excess tax revenue," not corporate excess profits. The semantic gap is small; the trading implication is the entire selloff. A redistribution mechanism funded by incremental government tax intake does not dilute SK Hynix's earnings. A windfall tax does. The Korean tape and the SKHX perp are now repricing that distinction, with Samsung and SK Hynix recouping much of their early losses as foreign media coverage caught up to the clarification.
Why the Underlying Bid Is Still There
The policy noise is reversing into a fundamental setup that hasn't changed since last week. SK Hynix has raised HBM3E supply prices by roughly 20% for 2026 contracts as NVIDIA H200 and ASIC orders run ahead of supply, and HBM3E is expected to account for roughly two-thirds of total HBM shipments this year. The company's Q2 guidance points to DRAM ASPs rising about 40% quarter-over-quarter across server, mobile and PC segments — not a normalization, an acceleration.
Then there is the Intel leg. SK Hynix is in joint R&D with Intel on EMIB 2.5D packaging as a hedge against TSMC's CoWoS capacity bottleneck, the constraint that has been the gating factor on the entire AI-memory supply chain. TrendForce confirms the testing is using SK Hynix's own HBM with Intel's bridge interconnect — a credible second source if it scales. That story was a piece of Monday's run to the record; Tuesday's policy shock obscured it; the rebound is partly the market pricing it back in.
What the Perp Now Has to Reclaim
For SKHX specifically, the relevant level is Monday's intraday record at 1.949 million won — roughly $1,290 on the oracle at current KRW/USD. Today's $1,228 print sits about 5% below that pivot, with most of the move done in the last eight hours as Seoul digested the clarification. The 24h perp turnover of about $24M is modest enough that follow-through depends on whether KOSPI cash extends the bounce into Wednesday's session rather than the perp dragging the underlying.
The risk is that Kim's clarification holds for now but the original framing — that the political class views Korean chipmaker profits as a redistribution target — is now on the record. JPMorgan's recently lifted KOSPI bull case to 8,500 with a 9,000 base assumed no policy hair on the HBM trade. Any rephrasing of the citizen-dividend idea in coming weeks would re-introduce it. For perp traders the cleaner question is whether 1.949 million won prints again before that conversation does.
