CL Prints $93.60 After Trump Orders Navy to 'Shoot and Kill' Hormuz Minelayers

West Texas Intermediate is up 2.54% over the last 24 hours to $93.60 after President Trump directed the US Navy to shoot and kill any boat laying mines in the Strait of Hormuz. The order lands a day after Iranian forces seized two of three vessels in the strait and hours after talks in Islamabad stalled with no deliverables. The blockade of Iranian ports stays in place, minesweepers are running at a tripled tempo, and roughly 17.8 million barrels per day of liquid fuels remain trapped behind the chokepoint.

Mover Brief

The Catalyst

The fresh leg here is a Thursday directive from the White House, not another round of tanker headlines. Trump told the Navy there is to be "no hesitation" and ordered sailors to "shoot and kill any boat" laying mines in the Strait of Hormuz, with minesweeping operations "tripled up" and the blockade on Iranian ports held firm: "No ship can enter or leave without the approval of the United States Navy." The order follows Wednesday's IRGC seizure of two of three vessels fired on in the strait, which tested the ceasefire extension Trump announced earlier in the week. Diplomacy is the other half of the story — the Islamabad track showed no progress, so the market is pricing escalation, not a path out.

The Physical Blockade Is the Fundamental

The price isn't bidding on a vibe. The IEA's April report called March's 10.1 mb/d supply drop the largest disruption in history, and the chokepoint math is brutal: Saudi production fell from 10.4 mb/d in February to 7.25 mb/d in March, Iraq collapsed from 4.57 to 1.57 mb/d, and roughly 17.8 mb/d of liquid fuels are currently stranded behind Hormuz with no easy re-routes — East-West and Petroline combined can clear a fraction of what moves through the strait. OPEC+'s 206,000 bpd hike from April 5 is less than 1.2% of the stranded volume. Goldman has $120 on the tape as the Q3 tail if the closure extends.

Inventory Math Joins the Bid

Wednesday's EIA print for the week ending April 17 gave the tape a second reason to hold bid. Headline crude built 1.9 million barrels against expectations for a draw, but the products line did the real talking: gasoline drew 4.6 million barrels and distillates pulled 3.4 million, both well past consensus. Refinery utilization ran at 89.1% with gasoline production lifted to 10.1 mb/d and distillate production to 5.0 mb/d. That combination — refiners pulling hard on crude to build a cracked barrel against a still-closed strait — is why the products-led narrative keeps overriding the headline build.

What to Watch

Two things set the direction from here. First, whether any Iranian boat tests the shoot-to-kill order in the next 48 hours — a kinetic incident under the new rules of engagement is not priced. Second, whether the Islamabad track restarts or formally collapses; as long as talks stay stalled, the blockade is the baseline. Macro context still matters — WTI YTD gains are above 48%, and a clean headline on Hormuz reopening is the tail that unwinds fastest.
